Valeriy Tsybukh was born in Storozhynets, Chernivtsi on March 9, 1951, in a family of schoolteacher. In 1968, he graduated Glybotska School, 1969-1974 studied in Kyiv Engineer-Construction Institute. From 1981 to 1984, he studied at Party Leadership School of Central Committee of communist party of Ukraine. 1990 – 1992 he studied at Diplomatic Academy of the Ministry for Foreign Affairs of the USSR.
In 1992, he received academic degree of PhD. In 2001 Valeriy Tsybukh became the associate professor of Kyiv University of Tourism, Economy and Law.
Professional activity
Since 1968 worked as a mechanic assistant at “Bukovina” cinema in Glyboka town, Chernivtsi.
On December 3, 1974, he was elected on the post of the first secretary of Zaliznychniy district committee at Ukrainian Lenin Young Communists League in Kyiv.
In 1977 worked at the civilian aviation factory #410 (Kyiv) as a specialist, and later he became a manager of machining shop of the factory.
Since November 1977 worked at Kyiv city Komsomol as a secretary; later – First secretary of Ukrainian Lenin Young Communists League in Kyiv.
In 1983, he was elected as second secretary of Central Committee of Ukrainian Lenin Young Communists League, and in 1986, he was promoted to the position of first secretary.
In 1989, Valeriy Tsybukh was elected to be USSR MP from Mogyliv-Podilskiy constituency of Vinnytsa region, member of the Supreme Council of the USSR and at the same time he worked as the Head of Youth Committee and a member of the Presidium of the Supreme Council of the USSR. In June 1991, Valerie Tsybukh was appointed to the post of the Head of Youth State Committee of the USSR.
From 1991 to 1996, he served as a diplomat at the Embassy of Ukraine to Russian Federation, occupied the posts of Deputy Head of Kyiv City State Administration, First Deputy Minister of Transport of Ukraine and advisor of the Prime Minister of Ukraine for development of international transportation corridors.
From November 1996 to 1998 – was the president of Ukrainian Automobile Federation.
1998 – Appointed to the post of the Head of State Committee for Tourism of Ukraine.
2001 – Appointed to the post of the Head of State Committee for youth policy, sport and tourism of Ukraine.
2002-2005 – Head of the State Touristic administration of Ukraine.
August 2005 – May 2010 – Extraordinary and Plenipotentiary Ambassador of Ukraine to Greece.
March 2006 – May 2010 - Extraordinary and Plenipotentiary Ambassador of Ukraine to Albania (concurrently)
From November 2012 - Extraordinary and Plenipotentiary Ambassador of Ukraine, Ambassador at large of the Ministry for Foreign Affairs of Ukraine (tourism development and fund-raising).
From March 2012 – secretary of Nationwide Ukrainian advisory board on ecological problems, professor of the faculty of tourism theory and practice and hotel industry at Kyiv University of Tourism, Economy and Law.
Participant of Chernobyl nuclear disaster elimination.
Possesses I rank of governmental official and the rank of Extraordinary and Plenipotentiary Ambassador of Ukraine.

Married, has two children.
