President of UFPA

Volodymyr Khandogiy was born on February 21, 1953 in Cherkasy. In 1975 he graduated from the Taras Shevchenko National University of Kyiv, Faculty of International Relations and International Law.

From August 1976 to February 2015, served at the Ministry of Foreign Affairs of Ukraine. He spent a major part of his diplomatic career working in the missions of the Ukrainian SSR, USSR and Ukraine to the UN.

1994 – Acting Permanent Representative of Ukraine to the United Nations.

1995-1998 – Deputy of Minister for Foreign Affairs of Ukraine, Head of the National Commission of Ukraine for UNESCO. 

1998-2000 – Ambassador Extraordinary and Plenipotentiary of Ukraine to Canada, Representative of Ukraine to the International Civil Aviation Organization.

2000-2005 – Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of Belgium, the Grand Duchy of Luxembourg, Head of Mission of Ukraine to NATO.

2000-2003 – Ambassador Extraordinary and Plenipotentiary of Ukraine to the Netherlands (non-resident), Permanent Representative of Ukraine to the Organization for the Prohibition of Chemical Weapons. 

January 2006 - July 2007 – Deputy of Minister for Foreign Affairs of Ukraine.

July 2007 - August 30, 2010 – First Deputy of Minister for Foreign Affairs of Ukraine.

From March to October 2009 V. Khandogiy was appointed Acting Minister for Foreign Affairs of Ukraine.

July 2010 - May 2014 – Ambassador Extraordinary and Plenipotentiary of Ukraine to the United Kingdom of Great Britain and Northern Ireland.

Volodymyr Khandogiy is co-founder of the NGO “Ukrainian Foreign Policy Association”. In April 2015, he was elected President of this organization.

Awarded with the state honors of Ukraine, Belgium, Latvia and Poland.

Has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

Native language – Ukrainian.  Working languages: Russian, English and French.

Volodymyr Khandogiy is married and has a son and a daughter.
